Dear Editor,
My lawn is brown. My neighbour's lawn are brown. The boulevards are brown.
But James Hill fields are beautifully green as are many Township of 91原创 (TOL) parks and properties. James Hill is not utilized at all during July and August.
Why so green? Could it be that they are being watered during the night? Does stage 1 not apply to the TOL? If so, why not?
